It is the Navy’s primary agency for criminal investigations, law enforcement, counterterrorism, counterintelligence, and physical and personnel security. NCIS has primary investigative authority across the Department of the Navy and exclusive authority in non-combat cases involving crime, terrorism, sabotage, espionage, and subversive activity. It also serves as the main liaison with federal, state, local, security, and intelligence partners on investigative and security matters.
